Bank Names Vice President of Community Development Studies and Education

Philadelphia, Pa. — The Federal Reserve Bank of Philadelphia today announced the appointment of Theresa Y. Singleton to vice president and community affairs officer in the Bank’s Community Development Studies and Education Department.

Singleton joins the Bank with extensive research experience at two nonprofit organizations.

For the past nine years, she served as the director of research and information at the Washington, D.C.-based Housing Assistance Council, a national nonprofit intermediary organization that provides ongoing technical, lending, and research support to rural communities.

In that role, Singleton was responsible for the organization’s research and information activities, including overseeing the communications and public relations functions and developing and managing the annual research agenda. She also directed and contributed to research and information products examining demographic trends, assessing policy impacts, and developing recommendations for rural communities.

During her tenure at the Housing Assistance Council, Singleton held several other positions as well, including senior research associate, from January 2002 to April 2003, and research associate from May 1999 to October 2000. In the interim, she was a research associate at the Association for the Study and Development of Community.

Singleton is the author of several research papers. Her most recent works, written in conjunction with co-authors, include “Very Low-Income Loan Obligations within USDA’s Section 502 Direct Loan Homeownership Program” (2010) and “Subprime and Predatory Lending in Rural America: Mortgage Lending Practices that Can Trap Low-Income Rural People” (2006).

Singleton also taught undergraduate courses on the American political system at Temple University from 1996 to 2000 and at Widener University in 2000.

She was a board member of the former National Neighborhood Coalition from 2002 to 2005, and she has been active in the Girl Scout Council of the Nation’s Capital since 2006.

Singleton received a B.A., M.A., and Ph.D. in political science from Temple University.
