Renters, Homeowners & Investors: The Changing Profile of Communities

Washington, D.C.

The Federal Reserve Board and the Federal Reserve Banks of Cleveland and Philadelphia hosted a discussion addressing current patterns of housing investment in neighborhoods by renters, owners, and investors and how this activity is changing communities. During the event, we considered trends in real estate market conditions, examined where investment is or is not happening, and discussed the implications for stabilizing low- and moderate-income neighborhoods. We identified areas for future research and policy development.

Specific topics covered included:

  • Housing investment patterns across markets;
  • Opportunities and limits of private capital flows;
  • Implications for communities and strategies for local asset preservation; and
  • Particular challenges facing communities with concentrations of low-value properties.
